use the New artifacts icon 
on the
system toolbar, then choose the General tab on the New
artifact window, and select Users from this window.
To create a new user you can
use the New artifacts icon on the
system toolbar, then choose the General tab on the New
artifact window, and select Users from this window.
Alternatively select the heading Users 
in the Explorer
tree and then either
right-click and select New User from the right-click menu, or
choose the New icon 
from the system toolbar.
Each of these methods allows you to enter details for this user in the User properties screen.
